Nearly 20 years ago, my mother, Betty Smothers, was shot and killed while working an off-duty police job. A Baton Rouge newspaper, the Advocate, printed a story conveying that one of the men convicted of killing my mother, Kevin Brumfield, was recently ruled mentally retarded by U.S. District Judge James Brady. This ruling makes Brady ineligible for execution.
